130 years had to wait children with special needs until their turn came to study in a kindergarten with appropriate conditions
120 children with special needs, for 15 years were deprived of the right to receive pre-school education in appropriate conditions. At April 18, 2016, the right of these children was re-established by inauguration of the Pilot Kindergarten Complex of curative pedagogy “Orpheus”.
Charity Foundation “Caritas Moldova” has mobilized local and international resources to make this dream a reality, implying Foundation “Renovabise.V” (Germany), Catholic Central Development Agency (KZE) (Germany), German Federal Ministry for Economic Cooperation and Development (BMZ), the Organization Kindermissionwerk (Germany), Office of the Swiss cooperation in Moldova in cooperation with Chisinau Municipality and the Directorate-General for Education, Youth and Sport, and the Association of Parents Education for All and Pilot complex curative pedagogy “Orpheus”.
The investment of 1 million euros, of which 24,000 euros was Chişinău Municipality’s contribution, were used to renovate the kindergarten CPPC “Orpheus”, namely:
- Execution of drainage for lowering groundwater levels;
- Waterproofing basements that were flooded;
- Installing roofs at all 7 blocks with 2 floors and overhaul the flat roof of the administrative building;
- Inside buildings renovated in 5 blocks with 2 floors and the administrative block;
- Changing windows and doors in all 8 blocks;
- Change water and sewage networks, electricity, heating, signaling and extinguishing;
- Thermal isolation of facades and ceilings and facades finishing;
- Space planning, greening and installation of playground for children;
- Renovation of the courtyard of the kindergarten.
The design work started in 2014, in August of the same year began the construction works, which were finished in late 2015.
According to the Mayor of mun. Chisinau, Mr. Dorin Chirtoaca “annual budget for repairing kindergartens mun. Chişinău, it is about 1 million. If the City Hall will annually invest this budget in the repair of one kindergarten, then we will need 130 years to repair all kindergartens since we have 130 kindergartens in the city. “Thus Mr. Chirtoaca thanked for the cooperation the German partners by mentioning: “the word cooperation in Romanian language is abstract, and meaning in German is to work together, something very concrete”.
“Children who need more love – today will benefit from better conditions for inclusive education,” claimed Minister of Education Mrs. Corina Fusu.
“German government already 20 years working in the Republic of Moldova, and the inclusion of children with special needs is a priority for German cooperation. Only by joining forces, we managed to achieve this special project “said Ms Ulrike Knotz His Excellency, Ambassador of the Federal Republic of Germany in Chisinau.
“It is hard to start rehabilitation program for these children, but later, the transformation is so visible. When they begin to sing in the orchestra, see real social inclusion”, argued Mr. Oleg Ababii, Complex Director of Education Pilot clean “Orpheus”.

At the end of the opening ceremony, Secretary of State, Parliamentarians from the German Federal Ministry for Economic Cooperation and Development, Mr. Hans-Joachim Fuchtel, member of the Bundestag and Minister of Education Mrs. Corina Fusu planted, for joy of children, a tree in the courtyard of the kindergarten.
