Locally Led Humanitarian Action in Ukraine and Moldova

The humanitarian crisis caused by the war in Ukraine has created complex needs for both Ukrainian refugees and host communities in the Republic of Moldova. Many vulnerable people live in rural, isolated areas with limited access to social and medical services. In this context, the Locally Led Humanitarian Action in Ukraine and Moldova project was designed to bring direct support to communities through Caritas Moldova Mobile Teams, as a flexible and adaptable mechanism for humanitarian intervention. Caritas Moldova Mobile Teams provide integrated humanitarian assistance to vulnerable people, Ukrainian refugees, and host communities through protection, social, medical, psychological, and material support services directly in communities.

Caritas Moldova Mobile Teams are part of the project, but they are also a flexible humanitarian intervention mechanism that ensures access to essential services in rural, isolated, or underserved communities. Five mobile teams provide integrated support: protection, social and psychological support, distribution of aid and vouchers (food, hygiene, medicine, clothing), as well as information on available rights and services.

The activity is carried out in close cooperation with central and local public authorities (MMPS, ATAS, STAS, IGSU) and social workers, ensuring accurate identification of needs and efficient delivery of assistance. The reorganization of teams and strategic relocation to regions with limited access to services, including the Transnistrian region, has made it possible to maintain territorial coverage and increase impact.
